Thank you for posting this! This print is by Kawase Hasui, a renowned modern Japanese woodblock print artist. He created hundreds of prints during his lifetime, primarily during the 1920s-1940s. You can see thousands of examples of his work here:

They’re all from roughly the same time period – an era in which Japanese artists were starting to re-claim some of the traditional Japanese arts that had become passé once Japan adopted western culture (frequently referred to as “shin hanga”).
